So my KDX pees like the rest of them, is it okay to set the float level to greater than 18mm? It is already at about 17.5mm.
Do I have this right, turn the carb upside down, then have the float just touch the needle pin and measure this distance from the bottom of the float to the carb base?

Well, I set it a little above 18mm, I will see if that helped.

Don't know that this will help you - but my check for the correct height of the float is to lean the bike over to about a 45 degree angle slowly. It should start peeing near 45 degrees. If it starts peeing at 30 degrees I drop the float some - if it is not peeing close to 45 degrees I raise the float a little. Real scientific - yah

17.5? That would be .020" difference?
That would be about no difference.
It's fine, though. So is 17 or 16mm.

I think ICs method works better!
..but, yeah. Be sure not to load the pin spring at all.
It's also important to have free movement of the float. No rubbing on anything, both floats the same..stuff like that.
Several times I've heard the, 'It never USED to do that!'..pee..while sitting there.
Then, after a brazillion questions and the Spanish Inquisition it's determined that something else never USED to be like that, either.
A kickstand that used to be 1/2 way useable is now a pretzel, bent, worn out or some other fashion of 'not right'.
