They should be pretty much full. I am not sure how the piston based reservoir is in the 1983 - 1985 models, but on the 1986 - 1988 shocks, one fills it, then bleeds the air out before reassembly.
Your shock may have a blown seal in the seal head. If it has not been worked on in 32 years, then the seal head is way past due and it will need a nitrogen recharge.
