1991 KDX200 midrange flat spot HELP!!!

so i did a crankshaft oil seal and a new top end on my 91 kdx 200.
when i put her back together it fired up 2nd kick and idled fine, but the mid range is flat until the top end, where it runs fine.
everything on the bike is stock. i verified all the jets, needle position and air screw were set to stock settings.
verified timing was correct.
i BELIEVE the KIPS timing is set, but i dont remember. but ii did verify that the power valve is functioning when i rev the bike.
i have not checked the reeds.
any ideas?

double check your power valves. My sons bike came with them reversed. Take off the pipe and looks to see.
