Very cool. Does that process expand the diameter of the stem or just "roughen it up"?

It does increase the diameter by pushing material up to the crest of each "knurl"
FYI:
I notice the machinist also filed down the knurls on the left, this is necessary to fit the lower steering bearing back on after the shaft is pressed into the lower tree. For those doing this, make sure the knurling stops below, or is filed down in the area above the tree to save a trip to the bench or machinist.
This is mine after I pressed it in and filed it down to fit the bearing.

knurling
I gave the lower triple to the guy that did mine so he could see how much was to be knurled. It cost $20. I really got lucky on this as I live a long ways (100 miles roundtrip) to the nearest machine shop. A young local guy has started a hot rod shop, so I stopped in and he had a lathe and a knurling tool and was glad to do it, got it the next day.
