Street legal KDX220 vibration

Just picked up a 98 220 that is street legal. Pretty sweet! I get a heck of a vibration at about 45mph and up. Any ideas before I start doing a bunch of stuff. Guessing, I added some weights to the front wheel opposite the valve stem and retaining bolt. Seemed to help a bit. Thanks
AHHHH! Raised the forks about 1/2". The vibration is not totally gone but much better. Not ready for the freeway though. Pretty easy fix. Debating on moving them a bit farther... Thanks!
