Carb rebuild issue

Hello, can anybody indentify the port on the right in my picture of stock '98 200 jet block ? I think it may be solidly plugged, as I cannot blow air through it. I can insert tip cleaner all the way through the port, to other side of jet block. Wondering if it takes a ninety degree turn ? Any and all info on this ports purpose and/ or path would be appreciated. Thanks, Doug.

That certainly seems where the corresponding port on the main body leads to, but I don't understand why it would dead end in jet block. Wish I could find a diagram of fuel and air flow paths through the carb, so I would know for sure if I have a plugged port or not.
