Look at where this KIPS pin landed!

I recently picked up an 01' 220 for about $850 and got it home and had some trouble shifting. It wouldn't shift into anything higher than second and moving it between first and second was a hassle. So my dad an I began to take off the clutch cover case and saw that the shift prawl wasn't engaging the turret properly. We decide to take off the inner clutch case and what do we see. The KIPS pin broke and landed right where the back of the shift prawl pivots and wasn't allowing for range of motion (If i could post a picture I would but I can't :/). We pulled the pin out and freed the KIPS shift in the clutch case there and this thing was shifting like a dream.
But my question is, when looking at the KIPS system in jug, there are reservoir chambers for the exhaust at low RPM's. Do these chambers need to open simultaneously? When we first looked at the KIPS system, one reservoir chamber would open and one would close. Should I expect these to open at the same time, or is it correct that they one opened and one closed when i turned the KIPS slug?
