1999 K5 fork service help

I'm trying to service a set of 1999 K5 forks I've recently acquired, but I can't figure out what I'm doing wrong on the bottom of the fork. I used a 14mm hex and broke it loose, but is seem like something is spinning on the inside. Is this where a damper holding tool is needed? One article I read on the kxriders k5 forum said just hit it with an impact and it will spin right off. The KYB service article that Inda posted shows using a holding tool. I'm a little confused and any clarification would be greatly appreciated.

Yes that is where the damper rod tool is used (search for it on the forum for details on making your own.) If you dont have that you can use a impact wrench while putting some tension on the spring.

Yes, that is where a damper rod tool is used (plus to properly torque it back together).
It is four prongs. The OEM tool is around $38 at last check.

PS- it's 40ft/lbs on a '99 model too, correct?
