E series fork question

I have the compression adjuster loose on the bottom of the fork, but I can not get the forks apart. It will not come out any further. It just spins. Is it supposed to come out all the way and then pull the sliders apart?

You are supposed to use a tool to hold the damping rod still to allow the adjuster to loosen. Also, be sure the circlip is removed from the seal/bushing area.

The clip is removed and adjuster is loose. Should the adjuster come out of the lower fork tube before they seperate?
