Small Crack in cylinder - how serious?

General rule is; If you don't normally take it off = Red. If you take it off regularly, but don't want it coming loose = Blue.
So, use the red.

What about torquing down the lower cylinder nuts. My torque wrench won't come close to getting in there. I was figuring on going by feel once I look up the specs.
