Weird. As you can read on the can it is chemical and fuel resistant. I would test it more and see if it soften to the point you can actually pull it loose and it stops transferring the material to a rag.

It's probably like JB Weld, where it's only chemical and fuel resistant once FULLY CURED. I'd clean it up in the area you smeared fuel on, and in a few days, coat it again, let it sit 3-6 days, test again.
