kips valve rod with oring

hello, on the ex.valve with the oring, is it common for it to bind a bit? I have cleaned the whole kips, and I can turn it by only two fingers now, but hoeweasy should it turn? thanks for any clarification for guys who have done a good bit off experience with the H model Kdx 200 JD
