So, I see where the manual states, 17mm, on float height. And, I know I measure the tang ears/arms, whatever they need to be called, from the gasket surface. But, do I need to have the carb somewhat at an angle, so that the tang is just seating on the float valve, not pressing it?
I have also been told to simply view it with the carb off the bike, upside down, and the tang ears should be parallel with body of the carb gasket, and this is the correct height...Thoughts???

I'm not familiar with the 86 carb but all other carbs I've worked on are like you mentioned. Measured at an angle so the tang just rests on the float valve without depressing the plunger.
