kips rattle but operatng correctly!?!?!

i have got a 1994 kdx200 with a rattle on idle def. from the kips, today i removed the header pipe to start stripping and checked the operation of the kips and it works fine!!
from what i can see all three valves move in sequence with no problem.
could a worn but NOT broken powervalve cause this noise????
any help would be great, thanks.

They do that when working fine. They do wear out as well.

That rattle is the middle flap a flappin'... if it stops... you are gummed up!

I know that when we took the actuating pin off of Kirsten's bike it stopped rattling.
