KX fork questions

Which years are 48mm forks? 99-07? and does that include the kxf250, what is going to be better about buying a newer year set of forks like say 07 vs 06. How can you tell if the forks you are buying off of ebay are the year they say they are when you get them? any type of vin # on the fork tubes?
