How do I reduce wheel chatter?

My bike chatters in both front and rear wheels if I brake hard or give it gas coming out of flat hard pack or tarmac.
Like both wheels bounce up and down rapidly.
Is this a suspension issue or wheel issue?
Would increasing rebound and comp force wheels not to vibrate so rapidly or is this more of changing the springs?

How may hours are on the fork oil and shock oil?

My front also is not confidence inspiring over about 40mph, on the road. I feel a definite small shake. I am thinking it is the wheel. But not sure.

12 hrs on the forks.
The rear shock I got professionally done as it is still beyond me. Done 4 hrs on it.

I think it could be the wheels too. I took a slow mo video and could see the bounces vibrate with a similar timing to wheel movement.

Look on the Race Tech site. They have a few articles on there. Maybe there is a street related one that applies.
