Front wheel assembly

I replaced the front wheel bearings on my 01 kdx 220. I used the All Balls bearing kit that has a small and big seal. Small seal I used but can’t figure out where the big seal goes. I didn’t see one when disassembling. I also don’t understand how the trip housing makes a water tight seal to the wheel so the bearing is protected. Do I put the big seal on the wheel up agains the trip housing? What Am I missing?
