Rear hub busted. Fixable?

Is this fixable?
Bought this bike, dropped off at suspension shop, while he has it, he was checking things over, and finds the rear hub is JB welded, because PO tried to remove bearing without removing retainer clip. I believe I need a new hub/wheel. (Let me know if you have one). Worst part is, PO told me it had new bearings. I believe I got took.
