Power Valve? 1987 kdx

I'm stripping a top end for rebuild/repair but I can't get what I believe to be power valve out. Rod that looks to go back and forth and turn two valves. Nothing will turn.
Guess what I'm asking is if I'm right that what they are and any tips on removing. Betting they need timed. Looking for info. Got em soking in PB blaster and cleaning it now currently.
Seems I paid too much for my bike. I see a nice one for sale here for 750$ish. I'll have a grand I'm sure in rebuilding this one once I'm done doing fork seals and stuff

I got the rod out and the valves. Not sure if its a governor or power valve or both. Think they call it KIDS. 170$ for replacements, i messed them up taking them out, not all them, but enough i may as well replace all the parts. 300$ for repair and plate, and figure piston/rebuild kit another 150$.
Wife going to wine about the cost tho, i can hear that high pitched beat of that 2 stroke already! Been a long time, im really excited.

Check out ebay for used parts like the power valves. Much cheaper...and most sellers provide close up views to reduce the chance of getting something too worn.

Interesting tho the diagrams on a OEM parts dealer online shows and calls it a governor rod tho it's a power valve. I'm not a big motor head yet, but I always always thinking a governor limited a motor from going faster or revving higher rpms. In this case it seems to help get gasses out of the cylinder for better performance. Am I on the right track on both statements?

Figuring up what I paid and everything I would need to make it 100% fixed and maintained, I got 1100$ total if I order it now. Kinda a guestimate tho I did figure high
Never road a KDX before, burn the money on it? As a teen I road a 100$ bike I bought plus few parts to fix it, a 1977 Yamaha it400.
