92 KDX 200 Leakdown results

Hello Fellow Enthusiasts,
This is my first post and I am thrilled to find this site. I have never owned a KDX.
I just purchased a fairly cheap and well used 1992 KDX200 that would not idle and had considerable "spooge" throughout exhaust pipe. The pipe is an aftermarket Pro Circuit fatter pipe and the muffler is an older alum USFS approved arrestor. Packing was oil soaked. Compression was around 180 which excited me enough to buy this bike. 3 compression tests, all similar peak numbers.
After pulling and cleaning stock carb (PWK 35), changing stock needle setting by raising clip up one position to the middle slot and swapping stock Pilot #48 to a #42, plus B8ES plug, the bike started and idle shot up. Shutting choke off made no change to high idle. Turning pilot air screw in or out made no change. Turning idle screw out made little change and motor quit running. Swapping pilot jets up or down combined with moving needle up down incrementally yielded zero starting and idling results. 40:1 synthetic oil/gas mix. Considerable smoke and oil in exhaust lead me to believe possible bad crank seal situation. V-Force reeds in great shape. Performed leak-down test and had soap bubbles appear on right side of head at the exhaust gov cover which I found to be cracked. This cover has a rubber boot attached to it which doesn't seem like it would hold back 6-10 psi. Is air getting past the right side governor rod o-rings? They seem to be blowing a minor amount of oil past and into the cover. Is this right side part of the KIPS system? I have some pictures but not sure how to upload/post. Any advice from this professional group will be appreciated. Sorry about the loss of your friend INDAWOODS. I read some of his posts- what a knowledgeable guy.
