Hawaii House Bill 2277 would make it illegal for anyone under the age of 18 to operate an all-terrain vehicle (ATV), as well as restrict the hours of operation for all adult ATV riders to daylight only. The proposal would also make it illegal to transport a passenger on an ATV regardless of whether the vehicle is configured for a passenger, and would also require ATV riders to wear helmets.

We in IL have had to fight off this same type of legislation proposed by some Chicago bureaucrat who has no clue
twice.

Similar to a law passed in MA
The consequence of the law was that many "legal" riding areas closed and the remaining ones ended up with way too much use.
It also made most riding "illegal" and created a new class of law enforcement people running around writing tickets.
I don't live in MA, I live in AL so I'm not effected directly. My buddy in MA rides a Rokon. He has a pretty funny story about a crew of overweight SWAT wannabe's chasing him and his son (on a old XR70) for over an hour. They did not even know they were being pursued.
In the end no tickets were issued but lots of taxpayer money was wasted.
