To have a layer of fiberglass (or something else that wouldn't burn off) between the guard and the pipe?
I would encapsulate it... that way is wouldn't get nasty...

Another thing to find out would be how much of the pipe you need to cover to affect a reduction in the sound output. I'd guess that covering the largest part of the pipe would lower the noise level the most.
