Oil seal vertical governor shaft

How do i replace the oil seal of the vertical governor shaft?

Do i need to take out the clutch basket and remove the right cover so i can remove the shaft or do i just have to take out the little screw and remove the shaft

i would gob some rtv on it and ride. no one will ever see it behind the pipe.

if you want to do it right, you'll have to pull the clutch cover, clutch basket, and governor
