I was pretty sure that the washers weren't supposed to be there. From the research I did, it does look like and 89 caliper/front end. Is there a part number somewhere on the front that I can make sure it is an 89? Another issue with the caliper is that the pads hang off the rotor by about an 1/8". Pretty sure this is not the way it should be either. Trying to figure out what I have so I can try and make it right. Much appreciated...

I can send you a picture of my stock 89 front end to compare . I cant think of any other way to identify the problem other than measureing and comparing to known correct parts .good luck

I decided to dig a little deeper into the issue. I checked the VIN # and the bike is 91' which explains a lot. I bought the bike off Craig's list from a bike shop. They told me it's a 94'. At least I know now what I have and can build on that. The only thing that is not right now is that the front pads hang off the rotor a little. Does your 89' do that?

I'm having an issue now with the front brake pad falling out all the time. The spring retainer is installed but every time I apply the brakes, the pad falls out. The front wheel has a 10 93 marked on it. Is this the manufacture date?
