Easy peasy lemon squeezy! I had same thing on some forks I bought. I used a SMALL amount of heat ( propane focused on the BOLT) latched on tightly with a pair of vise grips and it came right out.

Or instead of welding a nut on you could use two nuts and then back it out with the inside one, much quicker! Edit: Actually on second look, there aren't that many threads showing, you might not get two nuts on there (hehe), but might be worth a shot
