Just an update - RAD Valve came today, haven't got it put on yet. I have a 3 month old at home so this project has been moving slowly :-)
I was able to sort out the tight throttle cable, in my case, the best fit was the Sudco 40* hooked back up to the original throttle cable. I was able to sneak away for a short 1 hour test ride and everything worked fine. As the bike warmed, I had to keep turning the idle adjuster further "in" (clockwise) until it wouldn't go any further - this fixed the idle. According to the Lectron-supplied troubleshooting guide, I need to turn the metering rod counter-clockwise to correct this. Lectron support confirmed this and suggested a 1/2 turn to start.

Hi, I have a 2004 KDX220 with the RAD valve and just bought the Billetron Pro. I am also running the popular Yamaha fuel petcock to free up space around the carb.
Hunter at Lectron recommended that I use the Motion Pro OEM replacement cable with their 90 degree bend adapter that is supplied w the unit.
I installed everything but there was not any free play in the cable which was preventing the slide from fully closing. I had the same issue w the Kawasaki OEM cable.
The solution was to remove both lock nuts on the 90 degree elbow supplied by Lectron AND cut off the lock nut on the throttle side where it screws into the throttle housing. The adjuster nut bottomed out into the housing but I still needed a little more slack so I removed the plastic slider piece that drops into the throttle housing and cut off part of the end so the adjuster could seat further into the housing.
Everything is perfectly adjusted now. Hope this helps!
