Fuel Not Reaching Carb 1990 KDX200

I have just rebuild my 1990 KDX200. When I kick it over to start there is nothing. I checked the carb, there appears to be no fuel entering the carb from the tank. The hose looks dry, and is dry when i pull it off. fuel will flow out of the tank when not attached t carb. I took off the carb and it looks like float needle is broken. I cannot get the float to rest on the needle at 45 degrees, or at all for that matter. the needle moves to the closed position with the weight of a feather. Could this be whats causing no fuel to reach the carb? Any other suggestions?

Have you tried tilting the bike over about 45 degrees to see if it will run out of the float bowl overflow hose? (obviously, be careful where you do this)

carb vent issue?

Is the spark plug wet?

Sounds like your needle & seat need attention. Also, the float assembly.

In the upright position the needle can't block the inlet, unless gravity is on spring break. The float needs fuel in the bowl to push the needle up and stop fuel flow. Have you tried blowing through the fuel inlet with the bowl off? Sounds like something is blocking it.
